Commissioning, Qualification and Validation

Commissioning, Qualification, and Validation (CQV) is an essential part of manufacturing pharmaceutical and biotechnology products. Following current Good Manufacturing Practices (cGMP) ensures facility, utilities, and process equipment functions as required by regulatory agencies, as well as meeting internal quality standards.

 

Consistency is key in biopharma manufacturing. Our OQ protocols verify that each component operates per manufacturing and process design requirements.

GMC Commissioning can provide up to 6 points towards LEED certification by delivering LEED Fundamental, LEED Enhanced Commissioning, Envelope Commissioning and Monitoring Based Commissioning services.

Energy Code

Commercial buildings account for 20% of total U.S. energy consumption and energy is expensive and outpace annual inflation. Electricity prices have increased 3% per year in the United States for the past 25 years. Commissioned buildings are proved to have 8-20% reduced operating costs than non-commissioned buildings. Commissioned buildings ensure multiple benefits including improved thermal comfort, improved air quality, improved operative systems and their maintenance, proper environmental control and, importantly, persistent energy savings.

 

GMC Commissioning understands the latest requirements for energy code compliance. Our dedicated staff can help you avoid failed final inspections, lost time and construction budget overages.

 

Energy Codes are enforced in 39 out of the 50 US states.  The primary baseline national model energy codes are the International Energy Conservation Code (IECC).  One of the most stringent energy codes in California's Title 24 Part 6 (California Energy Code) and Part 11 (CALGreen).  Title 24 commissioning is required on many new commercial buildings over 10,000 square feet. Other states with energy codes include Washington, Oregon, Texas, Florida, Nevada and Colorado.

 

Typical systems included in Energy Code commissioning are Heating, Ventilating and Air Conditioning systems and Controls, Indoor Lighting Systems and Controls, Water Heating Systems and Controls, and renewable energy systems.

We specialize in the 5 levels of commissioning a mission critical facility. This 5 level commissioning process is critical in ensuring that the operational performance requirements for high performance and data centers are achieved.

 

Level 1: Factory Witness Testing

Factory witness testing ensures that new equipment is performing to the requirements of the engineer, client and industry standards before leaving the factory.

 

Level 2: Site Acceptance Inspection

Once the equipment is on site, it is inspected by the commissioning agent. This is to ensure that the equipment brought to the site meets the client’s specifications before it enters the facility.

 

Level 3: Pre-Functional Testing (PFT)

The commissioning agent determines if the equipment was installed correctly and complies with contact documents, industry requirements and regulations.

 

Level 4: Functional Performance Testing (FPT)

Functional testing of equipment ensures operation as designed and intended including verification of fault and safety systems.

 

Level 5: Integrated Systems Testing (IST)

The final tests that include all systems working together as designed. This includes a blackout (pull-the-plug test) as well as integration of fire-life safety and backup systems.

 

Data center commissioning is a comprehensive process that ensures the efficient and reliable operation of data center facilities and equipment. By systematically verifying the functionality and performance of all systems, data center commissioning minimizes the risk of downtime, enhances energy efficiency, and maximizes the reliability and resilience of the data center infrastructure.

Healthcare

Healthcare facilities are complex buildings containing distinct and diverse spaces – each with its own set of challenges and requirements. Hospital systems are numerous, critical and extremely complex, from HVAC, electrical, plumbing, lighting, fire alarm and security systems to specialty systems such as  medical gasses, infection control, nurse call systems, and even the patient control of shades, and lighting.

 

In California, the Office of Statewide Health Planning and Development (OSHPD) is responsible for overseeing all aspects of the design and construction of general acute care hospital, psychiatric hospital, and skilled nursing home and intermediate care facility construction in California. In 2022 OSHPD became the Department of Health Care Access and Information (HCAI).

 

The HCAI inspection process starts with the TIO, which stands for ‘Testing, Inspections, & Observations.’ This document provides the construction team with a clear understanding of what HCAI will require. GMC Commissioning works with the Inspector of Record or “IOR” to ensure all code-prescribed inspections and administrative duties are completed.

Commissioning Management

Building complexity and speed to market continues to increase – But the expectation of top-notch quality still holds. 

Mechanical, Electrical, Plumbing/Process, and Fire Alarm/Fire Protection (MEPF) systems account for 60% of total construction budgets. The cost of poor quality including non-conformance rework, warranty claims, and callbacks and schedule delays can add 15-20% to the total project cost.  It is therefore critical that a quality control process is implemented on every project.
