A Framework for Quality Management

Commissioning is a process, not a point. It serves as a robust framework for quality management. Commissioning is more than just a checklist; it's a formalized system designed to meticulously verify that the project's intent translates into tangible, documented results. By focusing on operational requirements and acceptance criteria early in the design process, we can ensure that the project is designed, constructed, tested, and turned over to meet quality expectations.

Hands-On, Technical Commissioning

Our team’s focus is on solving issues, not creating them. We proactively work with the team to identify, resolve and close issues. Our method of technical, hands-on commissioning includes the process of proper and complete documentation to verify all aspects of the design and installation. We self-performed all testing. This approach leads to properly functioning building systems at turnover, not a year after occupying the space.  We emphasize preparation, communication, and accountability.  These are our core values.

Transparency

For full transparency to the project team, we use Facility Grid which is a cloud-based commissioning software.  Our entire commissioning process, documentation and tasks are directly accessible by any team member at any time from any location.

Energy Code

Commercial buildings account for 20% of total U.S. energy consumption and energy is expensive and outpace annual inflation. Electricity prices have increased 3% per year in the United States for the past 25 years. Commissioned buildings are proved to have 8-20% reduced operating costs than non-commissioned buildings. Commissioned buildings ensure multiple benefits including improved thermal comfort, improved air quality, improved operative systems and their maintenance, proper environmental control and, importantly, persistent energy savings.

GMC Commissioning understands the latest requirements for energy code compliance. Our dedicated staff can help you avoid failed final inspections, lost time and construction budget overages.

Energy Codes are enforced in 39 out of the 50 US states.  The primary baseline national model energy codes are the International Energy Conservation Code (IECC).  One of the most stringent energy codes in California's Title 24 Part 6 (California Energy Code) and Part 11 (CALGreen).  Title 24 commissioning is required on many new commercial buildings over 10,000 square feet. Other states with energy codes include Washington, Oregon, Texas, Florida, Nevada and Colorado.

Typical systems included in Energy Code commissioning are Heating, Ventilating and Air Conditioning systems and Controls, Indoor Lighting Systems and Controls, Water Heating Systems and Controls, and renewable energy systems.

Life Science

Life science research is essential for addressing some of the most pressing challenges facing humanity, from combating diseases to protecting the environment and improving quality of life.  Life science forms the backbone of medical advancements. It leads to the development of new drugs, treatments, and medical technologies that improve human health and save lives.  Through research we can understand the underlying causes of diseases, paving the way for more effective prevention, diagnosis, and treatment strategies. Life science research also fuels the biotechnology industry, which produces a wide range of products, from pharmaceuticals to genetically modified crops, improving healthcare, agriculture, and industry.

GMC Commissioning has the ability to commission all types of life science projects - everything from a 5,000 square foot spec lab to a production ready cGMP manufacturing facility, with tailored approaches to each delivery model.  Our commissioning expertise includes ISO Class certified clean rooms, cold rooms and environmental chambers, vivariums, BSL-2, BSL-3 and ABSL labs. We commission everything from central utilities to process equipment, to lab gases, autoclaves, glassware washers and fume hoods.

We assist clients who work in Research and Development Labs, Product Development Labs, Chemical and Biological Analytical Labs, Pre and Post PCR and DNA Sequencing Labs, Metrology Labs, Cancer research, and Cell-Gene Therapy.

Construction mistakes and error result in costly delays and we understand time to market is critical. Shortening the time to market is crucial in the life sciences industry to minimize development costs, maximize revenue potential, and swiftly address unmet medical needs. If you want to shorten time to market and reduce costs dramatically in research and production, it’s essential to involve commissioning early on your project.

Through early identification of issues and proactive quality assurance commissioning plays a crucial role in maintaining a construction schedule by ensuring that all systems and components of a building or facility are installed, tested, and verified to meet the specified requirements before the project is completed.

By leveraging Facility Grid and Skyspark Analytics the data generated during commissioning and qualification is readily available and integrated for easy retrieval and analysis. This eliminates the risk of not executing and closing all the required commissioning and qualification activities according to the requirements of the application procedure.

Mission Critical

Data centers are crucial components of the digital infrastructure, supporting a wide range of applications, businesses, industries, and societal functions. They enable data storage, processing, and access, driving innovation, economic growth, and connectivity in the digital age.  From data storage, information processing and AI, to cloud computing and disaster recovery the uptime of mission critical data centers is essential to business continuity.

With mission critical experienced engineers in every discipline, GMC Cx thrives on closely engaging with our clients to solve even the most challenging requirements. Our team has extensive experience designing, commissioning, and operating mission critical spaces. GMC Cx provides reliable, safe and compliant commissioning services.

We specialize in the 5 levels of commissioning a mission critical facility. This 5 level commissioning process is critical in ensuring that the operational performance requirements for high performance and data centers are achieved.

Level 1

Factory Witness Testing

Factory witness testing ensures that new equipment is performing to the requirements of the engineer, client and industry standards before leaving the factory.

Level 2

Site Acceptance Inspection

Once the equipment is on site, it is inspected by the commissioning agent. This is to ensure that the equipment brought to the site meets the client’s specifications before it enters the facility.

Level 3

Pre-Functional Testing (PFT)

The commissioning agent determines if the equipment was installed correctly and complies with contact documents, industry requirements and regulations.

Level 4

Functional Performance Testing (FPT)

Functional testing of equipment ensures operation as designed and intended including verification of fault and safety systems.

Level 5

Integrated Systems Testing (IST)

The final tests that include all systems working together as designed. This includes a blackout (pull-the-plug test) as well as integration of fire-life safety and backup systems.

Data center commissioning is a comprehensive process that ensures the efficient and reliable operation of data center facilities and equipment. By systematically verifying the functionality and performance of all systems, data center commissioning minimizes the risk of downtime, enhances energy efficiency, and maximizes the reliability and resilience of the data center infrastructure.

Healthcare

Healthcare facilities are complex buildings containing distinct and diverse spaces – each with its own set of challenges and requirements. Hospital systems are numerous, critical and extremely complex, from HVAC, electrical, plumbing, lighting, fire alarm and security systems to specialty systems such as  medical gasses, infection control, nurse call systems, and even the patient control of shades, and lighting.

In California, the Office of Statewide Health Planning and Development (OSHPD) is responsible for overseeing all aspects of the design and construction of general acute care hospital, psychiatric hospital, and skilled nursing home and intermediate care facility construction in California. In 2022 OSHPD became the Department of Health Care Access and Information (HCAI).

The HCAI inspection process starts with the TIO, which stands for ‘Testing, Inspections, & Observations.’ This document provides the construction team with a clear understanding of what HCAI will require. GMC Commissioning works with the Inspector of Record or “IOR” to ensure all code-prescribed inspections and administrative duties are completed.

GMC Commissioning understands that healthcare facility commissioning stands at the intersection of design, functionality, and patient care, ensuring that newly built or renovated healthcare facilities meet rigorous standards and perform optimally. We perform a meticulous process of testing, verifying, and fine-tuning building systems to guarantee that they operate reliably and efficiently. From HVAC systems to medical gas piping, GMC Commissioning ensures that every component functions seamlessly, promoting a safe and conducive environment for both patients and healthcare staff. Moreover, we encompass the validation of infection control measures, emergency preparedness protocols, and compliance with regulatory requirements, safeguarding the well-being of all stakeholders. Through thorough commissioning processes, healthcare facilities are not only constructed but are also optimized to support high-quality care delivery, resilience, and adaptability in the face of evolving healthcare needs and challenges.
